Socrata open data platform and arcgis open data platform are two independed, completely separated, owned by two different vendor.  Their data format and api are totally different, not compatile, not interchangeable, not connected. Their data are hosted on their own server, completely separated.

With "arcConnect" tools, you can join any layer of socrata platform with any layer on arcgis platform at the same time.
