Some field of Public Names are empty, I want to fill these empty field as other fields ( local manager name + designation type )
If Public Names empty set as local manager name + designation type
if Public Names not empty, nothing to change, use itself value.
In TNC case, blank Unit Names, use the (for example: The Nature Conservancy Private Conservation or The Nature Conservancy Conservation Easement)

FME bug: following all find empty condition did not work. They should works, it is bug.
