1) Show domain code in attribute table, because domain code is real input value. Description is getting from lookup table. Description is not the real value stored in each field. Domain code acting as a primary key in SQL. Attribute table store primary key (domain code).

4) Open excel attribute table, see the difference between domain code and description. Attribute table always use domain code. Domain description is stored in file geodatabase domain lookup table
5) always use domain code as real input field value
6) FME alwlays use domain code, so in ArcPro, turn off domain description.
7) FME tester, use 17 (domain code) instead of NASA (domain description)
