1) Standardize Designation
TNC secure 'DESIGNAT' field is for PAD 'local designation', but their naming convention is not fully comply with PAD standard.
For example, they use 'CE' for Conservation Easement, however, in Pad standard, should use 'CONSE'. There are handful of such case.
Therefor I create the special crosswalk attribute value mapper only for this client. It will translate from TNC designation domain code to PAD designation domain code
