1. Why I re-publish layer to portal, always failed, This is arcgis server error log
2. Because of ESRI bug, arcgis server and arcgis portal some time out of sync
3. I calle ESRI, spend 2 hours, but they don't know what is going on. I figure it out by myself use another 2 hours. Finally. Just go to portal manually delete that remaining web service. 2 sec to fix this issue. Then I re-publish layer successfully.
