This is by default what it looks like, color schema in legend tells you what color means what. However, you can't see overlapped polygon in this same layer, until you change the color schema to a solo color and apply some kind of transparency.

ESRI map ,    default ArcMap ArcPro build in color

This sample is done by browser-side-rendering feature data

https://transparentgov.net/json2tree/arcgis/featurelayer/color_feature.html?backgroundlayerurl=https%3A%2F%2Fgis.usgs.gov%2Fpadus%2Frest%2Fservices%2Fpadus3%2FManager_Type%2FMapServer%2F0&_center_lat=42.695419373943786&_center_long=-112.73077173980688&_center_zoom=10&panto=0&symbolType=customized&layer=Protected+Areas+Database+of+the+United+States+%28PAD-US%29+v3.0&strokeColor=rgba%2858%2C+51%2C+255%2C+0%29&fillColor=rgba%2869%2C+41%2C+255%2C+0.41%29&overlayOpacity=7

Change color to single blue, you will see some area have darker blue, some lighter blue, more darker blue, means more polygon overlapped from different Federal agency and states

Below is done by server-side-rendering image data

Again, you will see darker blue for overlapped polygon from different Federal agency

This is server side rendering image as default ArcMap/Pro build in color schema

https://transparentgov.net/json2tree/datahub.io/usgs/color_image.html?backgroundlayerurl=https%3A%2F%2Fgis.usgs.gov%2Fpadus%2Frest%2Fservices%2Fpadus3%2FManager_Type%2FMapServer%2F0&_center_zoom=9&_center_lat=43.104135223042576&_center_long=-113.35802241119386&layer=Protected+Areas+Database+of+the+United+States+%28PAD-US%29+v3.0&symbolType=native&strokeColor=rgba%2897%2C+69%2C+255%2C+0%29&strokeWeight=15&pointRadius=20&fillColor=rgba%2874%2C+74%2C+255%2C+0.66%29

Not only ESRI map can do, Google map can do as well

https://transparentgov.net:3200/googlemaps/default?layer_id=0&layer=Protected+Areas+Database+of+the+United+States+%28PAD-US%29+v3.0&center_lat=43.015460674575685&center_long=-113.07903888939072&center_zoom=11&url=https%3A%2F%2Fgis.usgs.gov%2Fpadus%2Frest%2Fservices%2Fpadus3%2FManager_Type%2FMapServer&overlayType=overlayType_image&panto=0&overlayOpacity=7

This is google in default color, client side rendering

After I apply 'blue' to this layer, you will see darker blue area, means polygon overlapped by multiple Federal agency.

https://transparentgov.net:3200/googlemaps/default?layer_id=0&layer=Protected+Areas+Database+of+the+United+States+%28PAD-US%29+v3.0&center_lat=43.015460674575685&center_long=-113.07903888939072&center_zoom=11&url=https%3A%2F%2Fgis.usgs.gov%2Fpadus%2Frest%2Fservices%2Fpadus3%2FManager_Type%2FMapServer&overlayType=overlayType_image&panto=0&overlayOpacity=0&strokeColor=rgba%28255%2C+255%2C+0%2C+0%29&fillColor=rgba%2851%2C+51%2C+255%2C+0.19%29

Google map can do the same to identify overlapped polygon
