why hosted folder all feature layer is gone?
Short Answer: ( for no patient)
remote desktop to machine where arcgis portal, data store, arcgis server installed, open task manager, service tap, then stop and restart all 3 arcgis service in order. Order matters. Start Arcgis server first, 2nd start arcgis data store, lastly start Arcgis portal
Alternatively, you can restart arcgis portal service, arcgis data store service, arcgis server service in the exactly order, same result, will fix the problem.
Results, all feature layers in hosted folder is coming back. Everythings back to normal

Long story:
Step 1: validate server
Step 2: validate data store
Step 3: hosted layer are not physically reside on arcgis server, that is why it only show layer name info, not the physical layer content on arcgis server.
Step 4, portal admin, check data store index
Step 5, try to create a new feature layer on Arcgis portal, to see if I can create a new hosted feature layer
Step 6, failed to create a feature layer on portal, that is why all feature layer in portal hosted folder is gone. Same reason. Same problem. Obviously something went wrong on portal and data store and arcgis server.
Step 7, all steps is just verify everyting else is fine, confirm that the issue is not anything else above. Then the problem is ESRI software itself, maybe a bug or something, solution is at the top "short answer"
