1. I want to add new layer to open data site, hub site.
2. The way to add new content to hub site is to add content to open data group, then it will automatically show up in hub site.
3. However, after I click add new content to open data group, nothing happen, no alert, no error message. Then I check hub site, content library, for the new added layer, it does not get added.
4. The reason behind is you must be owner of this open data group. If you are not owner of this open data group, you can not add new item.
5. The solution is change owner of this open data group. Then add new data, it will be added.
