By default, no download button, user can't download shapefile from open data hub site.
Unless you configure to allow user download.
How you configure it to let user can download shapefile?
1. open content library, select and click the item you want to downloadable
2. click download tab, check box
3. don't forget to select terms, otherwise, it will not work.
