These apartments receive government fund to pay your rent. You only pay 30% of your income. The remaining rent will be paid by government. Use official HUD map to find them.

You as public user, no ESRI experience have to be trained to use map.
That is why the welcome page has lauch tutorial button, even you click this button, horrible tutorial will get you to go no where.

why is that happen ?
hud use Arcgis javascript api v3.15, which is released 2015, 9 years ago from 2024.
3rd generation v3.x already retired as of 2024. They never upgrade to current 4th generation v4.30.
During 9 years ago, they never improve, never make it better, results in millions of low income family have to digest this horrible product.
