If you have selected some area, also have another 2 layers turn on.
All 3 layers have about 10 colors, the color mess up, make no sense.
Can you tell me this is 3 layer turn on, where is selected service area ?
You can't because color 1 + color 2 = new color.
Original design do not have this problem. Because original design use hash line instead of color, you can easily tell orange color is selected service zipcode, hash line are primary care shortage area and medical underserved area.
