Because of lack of private business name in 911 CAD, city of nashville 911 dispatcher send officer to wrong place that is 4 miles away from mass shooting location. This leaves gunman have more time to continue killing 4 more peoples.
This event trigger city 911 change their original policy ( no business name POI in gis database )
Ever since city of nashville 911 decide to add private business name POI into CAD gis database.

Step 2.
Private business common name POI is not easy to maintain, not easy to get.
Small business open and close very offen every months. Some of them don't even get a license from city. Some business licence already expired and don't even renew it. Some business closed, while their license still valid. Or maybe they never even get a license.
Accurate is critical, specially when mass shotting happen, 911 dispatcher need very accurate very updated location, wrong location would cause delay, it is about a few lives are live or dead.
