Step 1.
This is good example that google did not label all POI on their hybrid base map.
This liquor store did not get label on map. The other 3 business did get labeled.
Step 2.
Possible reason
1). Does not have room to label all POI. Google label engine has calculate label conflict to avoid labels overlap each other. If there are labels overlap each other, google label engine will automatically resolve overlapping by reduce some label.
2). This is new business, to put label on tiles will be done at later time. Label is not update frequently as POI. POI change every day, however, to print label on tile is done every several month.
Step 3.
Aonther example, there are 4 business, but google tile only label 2 of them. Use my POI explorer, you can see the difference.

In this area, google street view is 5 month old, captured in Apri 2025. see here, it is tint shop.
However, google POI did not capture this business yet. Street view does show this new business.
