Step 1.
Same locator, if I search 6439 in ArcPro, it show 2 candidate address, which is expected.
But when I publish to ArcServer, use Suggest API, it failed, nothing found.
Step 2.
suggest api only works if I search "6439 m", at least add 1 letter for street name.
But this is not right, suggest api should work like ArcPro, should work when just search house number "6439"

Combine POI common name, house number, street name all together into a new field, POIaddr
Gold box, means this is private house number, brown box means this is public business address.
The difference is private house number do not have POI name.

Use POI role instead of previous Point address Role here.
Also map Place name to the new created combined field. POIaddr

now you search 6439, just the house number, it shows 3 candidate, fixed the problem in the begining.

compare this fixed screen to step 1 before fix screen. From step 1 to 8, human brain runs 10 byte per seconds, to read the document, make sample test, failed a few times, spends 10 hours.
