will download following files.
live means still open business.
dead means closed business POI.

If a new business open, you can just collect poi in the target area as a patch.
use refinery tool,
load patch first, then load existing POI
the patch POI and existing POI will merge.
for example I have these 2 patch,
load part 1 first

part 1 have 508
Step 7.
load part 2 now
Step 8.
part 1 will merge with part 2, if duplicate, only keep the one in part 1.
first load will overwrite second load
total 1617 POI
