No city submit or low submit rate will kill this method.
Because of the fundermental flaws that this method have.
The whole idea of this method is
when all 188 cities submit address, this tool can combine all 188 cities into single one for download here.

But so far, no city submit, even a few city sumbit, it is still very low rate,
Eventually low submit rate will make this tool useless.
County hope all 188 cities actively update and submit address every year,
But I doubt this may never happen.
The reality is many cities do not even have gis tool, do not have gis staff,
Even they have planning dept, but do not have staff act as addressing authority.
Even some cities have gis, but they don't have effecient tool to fix address.
( Arcgis Pro is everyday use tool, it is not specially designed to fix address)
The reality result in low submit rate.
Step 4.
My suggestion is:
To deal with low submit rate, county should not solely rely on each cities submission.

Instead county should add more method and resouces on top of this.
County could get address by zipcode from USPS.. 90001, 90002, ....
County could get address from home owner insurrance, from UPS address system, Fedex address system,
County could get address from google map, apple map, while they get address from multiple resources like USPS, UPS, Fedex,
Step 5.
When county does get multiple resource for address,
These resources provide address not limit by city boundary.
USPS provide address by zipcode,
UPS, Fedex have their own delivery district.
The question becomes, how to combine these address pieces from different area,
different time, different zipcode, different delivery district ?
To know how, you have to answer
The fundermental question that in the beginning.
Step 6.
How would you tell if 2 address are duplicate or not.
Regardless of location geometry,
as long as 2 address have same house number, prefix, street name, type, unit number, type and most important zipcode (or city),
These 2 address are determined as identical.

This tool does the same thing as Arcgis pro merge tool, by simple combine
One address combine with another one address,
you always get 2 address,
regardless whether they are identical or not.
