These address to my eyes inspection, is maybe 90-95% accurate.

Why is that?
Step 4.
Historically county maintained unincorporated addresses as annotation within Public Works Landbase system, which is not ESRI, not Arcgis. When the Countywide Addressing Management Systems was introduced by ISD they adopted the workflow and began updating the database directly in esri arcgis. Sometimes around 2011 they converted the address annotation from Landbase to esri arcgis point features maybe using Feature to Point in Data Management Tools, removed duplicate addresses and added them to CAMS. City area does not have a team to maintain address at all, cause the city address is way outdated than unincorporated area.
