where is dynamic map service (tyler)

Question

tyler gis requirement: 

Step 1.

dynamic map service is only at self hosted arcgis server ( enterprise portal ). 

is NOT at arcgis online ( ESRI cloud )

Step 2.

where to find it?

click any pink-color which says "portal" 

Step 3.

click any item, until you see "dynamic-layer"

Step 4.

tyler require dynamic map layers means, 

you have to have arcgis server. 

Also when you publish, check "map service" instead "feature service"

ESRI cloud arcgis online is ESRI hosted version of arcgis server. But that version does not provide dynamic map.
