black cross will be auto removed, which is correct. But there are more complicated case than this.

google maps says one of them are 6839, the other one is 6841.

the tool is blind, it randomly remove one as duplicated. in this case, it is wrong.
It should remove top one (6839), So the tool need improvement or need supplyment tool to patch this error.
Or downstream process to fix this error. This is not sinlge case, should have many when review more
temperary mark as error for downstream fix later.

this is simple case, the 5605 with black cross has been removed, which is correct. one building cross 2 parcel, we only need one address for that building.

2 parcel have same address, without unit number, for police use, only need 1 address.
2 address should remove one, have only one 7017,
