Step 1.
Over time, a bunch of new POI has been added to repository by dispatcher.
These customized POI need keep. For example you have a new set of POI over the years.
You will need add those customized POI request by dispatch.
First you need to know what new POI they added.
load current repository( include dispatcher requested new added POI )
Step 2.
load raw POI,
the logic behind is:
current repository ( inlcude new added POI ) - raw POI ( before send to dispatcher) = dispatcher added new POI
Step 3.
these are dispatcher request to add POI,
in future, when you have a new POI data, these customized POI need to add to it.
