Step 1.

address, POI, is building block of 911 dispatch system.

dispatcher and police office communicate through address and business name (poi).

address, poi are constantly changing.

GIS database need constantly updating address and business name accordingly.

Step 2.

the hard part is your address ( same for POI),

is coming from different source.

While each source is constantly changing.

each source is a moving part.

Your gis repository is combine of all moving parts.

Step 3.

county tax parcel address is updating monthly.

some old parcel old address was replaced by some new bulid new address.

some new address was added on old parcel.

some new business were open, some are closed.

Dispatcher request to remove some business, or request to add some new place.

These kind of variable part are constantly happening

GIS database should capture all these kind of changing.

Step 4.

your gis database is combine of all source, all change up to today.

tomorrow, you received a new set of county parcel address.

you received a new set of business name.

some are new add, some old are removed from new dataset.

The hard part is you don't know what is new add, what was removed.

If you use new parcel address to rebuild,

you have to remember all change dispatcher request in the past.

you have to remember all other moving part.

too complicated to do.

Step 5.

A possible method is if I know what address is new add in new parcel address. What address has been removed from new parcel address.

Then I can just add and remove them from my current gis repository.

The idea behind is we only update one moving part at a time.

other moving part remain same.
