The biggest problem of ESRI's arcgis online map is it too hard to learn to use for public user including employees who don't know ESRI product.
This is a standard ESRI web map viewer. What these button does on both side? Not intuitive, hard for public users.
Color block satelite image, how to change transparency? For public user, it is too hard to know how
What these color means? How to open legend ? Too hard for public users, unless you have been trained by gis professional.
Public user need something that as simple as google map, no need training, intuitive.
