now connect to myesri, however, your account is not administrator type, you can't download software, can't manage member, can't do anything.

The old organization contact is no longer work for city, but you can't change it to you since you are not admin account type.
You have to call esri again ask them to change. They will email you to verify your identity. Here is their verify email

When you call esri customer service, you need input caller id on your phone.

after you reply esri confirm email, esri changed the contact info to you.

Before 2025, you can just download arcPro installer.exe file directly from arcgis online, search for the article I wrote on how to. In 2025, ESRI decide to remove arcPro download link from arcgis online.

These are for individual person, not for whole cities. Arcgis online account through these purchase isn't same as enterpise version. These arcgis online account is very simple version. It is SaaS software as service account, you can't do the things that you can in enterprise version
