Why socrata did NOT geographic evenly select

Question

On Arcgis Sever, if the source is Enterprise Geodatabase (MS SQL server or Oracle), select result will be  geographic evenly distributed. If the source is file geodatabase or shape file, select result will  NOT  be  geographic evenly distributed.
