It looks very very busy, entropy increase to a level very very high, unlimited close to 1.
But
If I compress all 4 model at shape file level. All 4 model (4 layer from 4 shape file) encoded into a single shape file.
At the web interface to decode 4 model. The entropy will reduce to 0, simplify the was busy map.
See example:
1: basic zone model; 2: mixed use model; 3: affordable housing model; 4: hillside conservation model
User can identify 4 model relationship, for example, parcel in blue designate to model 1,2,3, but not 4.
